The naga-hounds are hounds the King of Hybern kept in his war camp.

A Court of Wings and Ruin[]
The King of Hybern has several hounds in his camp, which according to Feyre Archeron must be a race related to the naga, hence their name. These are sent by the King to attack Feyre and Azriel when they infiltrate his camp to rescue Elain Archeron and one of them badly damages Azriel's wings. Another fights Tamlin, in his beast form, when he protects Feyre.
Later on, after the King kills Stryga, the Weaver, he throws her body to the naga-hounds and they devour her.
