This apartment is Lucien Vanserra's residence whenever he visits Velaris.

History

After the end of the war against Hybern, Lucien decides to move out of Rhysand and Feyre Archeron's town house and go live alone as he does not feel comfortable living in the same place as Elain Archeron as she does not acknowledge his existence. He finds an apartment located near the Sidra River but generally does not spend much time there as he divides his time between visits to the Spring Court and the Mortal Lands where his friends Jurian and Vassa live.
