It is technically the fourth book physically speaking but, it is labled as ACOTAR 3.1. So you are both somewhat right. But to answer the original question all I know is that it will be sometime in 2019.
I also have the strange urge to dislike Vassa, but then again I kinda dont dislike Jurian... idk maybe something is wrong with me but I feel like he kinda redemmed himself a little and like you said Vassa was just like "hey btw can u break my curse, thx" thats just my opinion though. All in all Vassa sucks and Jurian has the ability to not suck.

Im not doubting that Az is her mate im douting that Lucien is her mate. I just dont think they both are, I only think Az is. Thats just my opinion though. Maybe they both are idk.
TOG (throne of glass) is another series by sarah j maas and it is AMAZING. You should read it if you enjoy a good female main charachter who is not afraid to kill or get her hands dirty, she has no intentions of finding love (but she does) and there is MAGIC. Plus a bunch of assassins. So basically TOG is amazing and I highly recommend it.

Who ever chose Tamlin, you must have read only the first book or this is some kind of joke because Tamlin the tool sucks and I dont think anyone who has read the whole series would choose that over possesive tool. Lol sorry if that was harsh.

I had to go with TOG because it was the first I read and I find the romance between Rowan and Aelin more meaningful and less lust than it was with Rhys and Feyre.

I agree with @SeacurrentTheSeawing Lucien is a good male and all....but why should they have to accpet the mating bond just because they are mates. I mean come on, they knew eachother for like 5 seconds after he says "she's my mate". I dont know about you but I think I would like to fall in love with my mate and actually know them before I accept the bond (like Rhys and Feyre). But I guess I get what your saying, it is a bit harsh for Elain to be with Az even though she is not his mate (but technically they arent even a thing it's just a ship) But either way Lucien seems more possesive than loving (I get he cares for her but I dont think its love) and I think he is going on pure harmones or what ever it is fae males experience and the fact that most mates accept the bond. (I also think his ego took a huge blow from the constant rejection by her and his family)
I agree, but only to a certain extent. Like I said in the conversation earlier I beleive there are some who Tamlin can find redemption from, the main person Lucien and maybe some of the other high Lords. But not from Feyre or Rhys. This may sound harsh to those who want Tamlin to be forgiven, but I belive that if there was a way for him to not only help Feyre and Rhys and the other Courts, but to also perhaps sacrifice him self if needed that maybe he could start over somehow (maybe). But I dont ever think what he did, participated in, and agreed too can ever full be forgotten.
I think he would be an ok Rhys I guess.... but when I see Rhys I dont really see a person or hear a voice I feel his heart and hear every thing he says like a purr or growl. I think Rhys is very sensual but the guy you picked looks good and I think he could play Rhys is he tried hard to capture Rhys's true character under his many masks. Lol sorry this comment got long.
