No, sorry, it's forbidden and would be against Fandom/Wikia's Terms of Use. FANDOM wikis must be open for all users to edit, and a screening tool you specified doesn't exist. The patrolling tool is the closest tool to what you described but patrolling doesn't restrict edits and is more of a "checking tool".
But we admins do have extra tools and rights that allow us to stop vandalism. As mentiojed, the patrolling tool. We can also block specific users from editing if they continuously vandalise. The Fandom VSTF, a volunteer anti-vandal team does help with stopping vandalism sometimes and have helped with stopping vandalism on Tamlin's page in the past. They can be contacted if vandalism gets very bad.
Pages can also be locked from new editors (the Tamlin page is for instance) but as vandalism isn't too intense we haven't locked any of the other pages (yet), but can if needed.
Vandalism is always inevitably on wikis though (Wikia is after all based on Wikipedia) but myself and the other admins check the activity feed constantly to check for vandals. The recent vandalism to the pages have been completely reverted.
If you do see any vandalism on the wiki, feel free to contact myself or RedstoneDemigod on our Message walls and we will revert edits/block users ASAP.
